The reasons for this are fairly obvious — first, the fact that the route cut through three (and at one time four) Regions of BR, which led to administrative problems and conflicts of interest; second, it has only been recently that the introduction of diesel traction, the spread of multiple-aspect signalling and lineside improvements have combined to allow the introduction of commercially attractive journey times between centres as far apart as Edinburgh and Plymouth — something that the introduction of IC125s in 1981 obviously helped.
